The Possibility for Improvement of Quality of the Social Care Job - The Transition to 'Decent Job' in the Care Market -

Abstract
In the era that social care has been expanded, social care jobs start with low-quality working conditions. The fact that is not suitable for the social trend is being considered as social problem. The purpose of this study is to identify how the quality of care work jobs changes and to analyze the multidimensional possibilities of being a ¡®decent quality job(wage, job security, social protection)¡¯ from low quality condition. According to the results, firstly, the care industry structurally shows to lack quality improvement systems. 8 out of 10 care jobs with low quality working condition sustained the working condition in the long term. This result means that improvement of job quality is hard structurally and structural intervention is needed for the social care job. Second, public institution and non-profit organization have not made a constant effort to enhance working condition. On the contrary, profit organization had more possibility of rising monthly wage. To improve the job quality, this suggests that public sector need to take an initiating role. Third, quasi-public industries(Public Administrative and Social Welfare Service Industry) was better than other industries. This implies that care industries in governmental institution should be expanded. Fourthly, job securing possibility was lower in the spouse group than non-spouse group. This is understood because women is given responsibility of housework. Therefore, even if we lower the working conditions of the social care job, it seems realistic to be able to carry out the responsibilities of the family together. In this study, I would like to propose the implication of the necessity of a longitudinal perspective in the related theoretical discussion, the institutionalization of unmanaged care areas, the formation of compensation system reflecting the skills under the state administration, the expansion of the regular workers with flexibility to go full and part-time.
